00 PMThis position is one of administrative support to the Procurement Manager, but with considerable independence, with emphasis on contract administration.
This position reports to the Procurement Manager.
The hiring range for this position is $28.
7102 to $32.
6252 an hour based on experience.
Major Duties The functions listed below are those that represent the majority of the time spent working in this position.
Management may assign additional functions related to the type of work of the position as necessary.
Develops and issues solicitation documents with great attention to accuracy and detail.
Methods of solicitation include Invitation to Bid (ITB), Request for Proposal (RFP), Request for Qualifications (RFQ) and other methods deemed in the best interest of the City of St.
Cloud.
Performs contract administrative duties for ongoing contracts.
Facilitates public meetings, including but not limited to, pre-bid and pre-proposal conferences, site visits, bid openings and evaluation committee meetings.
Evaluates responsiveness and responsibility of bidders and proposers and makes award recommendations to the Director.
Drafts contracts, contract amendments, extensions and terminations to ensure compliance with contract requirements.
Prepares City Council agenda items and resolutions.
May participate in formal training of departments and vendors related to procurement processes, systems and contract management.
Participates in the continuous improvement of systems, processes and procedures.
Interprets technical, policy and regulatory information to plan and coordinate work.
Maintains a contract register that provides historical information on the status of contracts; monitors the progress of contractors against contract requirements and deadlines; brings non- performance issues to the attention of the contractor and the Procurement Manager, makes recommendations on remedial actions.
Performs other duties as required.
Minimum Requirements Minimum Education and Experience Requirements:
Bachelor's degree in business with major course work in procurement, inventory control or closely related field or an equivalent combination of education, training and experience.
Professional certification as Certified Professional Public Buyer (CPPB) or NIGP Certified Procurement Professional (NIGP-CPP) required at a minimum.
Five years of professional experience in Procurement.
Contract experience required, with a thorough knowledge of public procurement as it relates to the contract solicitation process, contract development and contract administration.
Must possess and maintain a valid state Florida Driver's License with an acceptable driving history.

The check will bounce and the victim is left responsible.
