Director of Finance/Operations


Summary/Objective
The Director of Finance/Operations position is responsible for maximizing the return on financial assets by establishing financial policies, procedures, controls and reporting systems. This position ensures legal and regulatory compliance for all accounting and financial reporting functions. The director of finance also oversees cost and general accounting, accounts receivable/collection and payroll and risk management. The Director of Finance/Operations provides the leadership, management and vision necessary to ensure that the company has the proper operational controls, administrative and reporting procedures, and people systems in place to effectively grow the organization and to ensure financial strength and operating efficiency. The position accomplishes this through a respectful, constructive and energetic style, guided by the objectives of the company.

1. Guides financial decisions by establishing, monitoring and enforcing policies and procedures.
2. Deep knowledge and understanding of the OMB Uniform Guidance: Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards.
3. Protects assets by establishing, monitoring and enforcing internal controls.
4. Maximizes return and limits risk on cash by minimizing cash balances and making investments.
5. Provides status of financial condition of the company by collecting, interpreting and reporting key financial data.
6. Ensures compliance with federal, state and local legal requirements by researching existing and new legislation, consulting with outside advisors, and filing financial reports. Advises management of actions and potential risks.
7. Arranges for audits as required and appropriate.
8. Manages budget and controls expenses effectively.
9. Hires, trains, develops and appraises staff effectively. Takes corrective action as necessary on a timely basis and in accordance with company policy. Consults with Human Resources as appropriate.
10. Keeps up-to-date on information and technology affecting functional area(s) to increase innovation and ensure compliance.
11. Prepare and submit an annual operational budget to the CEO for review and approval, manage effectively within this budget and report accurately on progress made and challenges encountered
12. Oversee monthly and quarterly assessments and forecasts of organizations financial performance against each site s budget and overall agency budget
13. Provide programmatic leadership and input for all strategic planning processes with CEO, management team and staff.
14. Partner with CEO to represent company with external constituency groups, including community, governmental and private organizations.
15. Ensure understanding of all programs and facilities under The Transition House Inc.
16. Ensure that all program activities operate consistently and ethically within the mission and values of the company.
17. Contract billing for residential programming, Department of Corrections, Department of Veteran Affairs, State funding etc. Ensure timely completion and submission
18. Assist independent auditor for annual financial audit
19. Understand, implement and maintain compliance with The Joint Commission with life safety codes and all standards
20. Develop and implementing recruitment, training and retention strategies within the agency
21. Responsible for accounts payable, managing in the agency HR system, helping and creating organizational charts, budgeting for new programs, revising budgets for existing programs in collaboration with CEO
22. Reporting to the CEO and serving as a member of the management team along with the CEO
23. Facilitate quarterly management meetings, provide agenda, guideline for items to discuss for each facility supervisor to bring to the meeting
24. Oversea financial management, planning, systems and controls, work with outsourced accountant agency to implement a smoother and more accurate account of all financials
25. Research, assist and write RFP s and grants relevant to the agency s mission to expand services in and out of State for behavioral health services
26. Oversea monthly and quarterly reporting from each site to ensure documentation and submission of required documents to maintain compliance with all State and Federal regulations and The Joint Commission
27. Reconciling monthly activity, generating year-end reports and fulfilling tax related requirements
28. Understanding and compliance with all State and Federal contracting guidelines for all sites
29. Semi- Annual audit of all employee records to ensure compliance with State and Federal regulations and The Joint Commission
30. Ensure all business tax licenses and State licenses are up to date and renew in a timely fashion
31. Ensure all properties are tax exempt and renew annually
32. Meet with Willis on an a regular basis to go over insurances, property, automobile, professional liability coverage, workers comp etc.
33. Continue to update and expand organizational chart as needed
34. Maintain good rapport with community, State and Federal providers, i. e. DOC, VA, FBOP, HSN etc.
35. Monthly supervision and documentation with HR Director, Development Officer, Director of Corrections, Clinical Director of Services to ensure issues, concerns, progress and lack of progress within agency programs is being addressed, resolved and documented
36. Understand and take the lead on ensuring that the residential programs stay at capacity by understanding client population and receiving intake request
37. Providing resources and explanations of all agency programs to individuals, community providers etc. that contact the program
38. Attend relevant training to enhance the services and funding streams of the agency
39. Provide financial reports on a quarterly basis to be discussed quarterly with CEO, provide a written report of recommendations or areas of concern
40. Collaborate with CQO to enhance quality of services within the agency
41. Review Policy and Procedures on an annual basis and update as needed, provide to CEO and board for approval
42. Understand and remain in compliance with Financial policy and procedures
43. Understand and remain in compliance with The Joint Commission Standards, 65D30 and all other State and Federal regulations required
44. Research and implement additional resources and services to be utilized in programs under The Transition House Inc. Obtain MOU, MOA with outside providers to provide services
45. Manage and increase the effectiveness and efficiency of Support Services (HR, IT, and Finance) through improvements to each function as well as coordination and communication between support and business functions. Play a significant role in long term planning, including an initiative geared toward operational excellence

Supervisory Responsibility
This position is directly responsible for leading managers of the division and indirectly responsible for all employees with in the division.
Work Environment
This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.


Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
